The objective of this Qualification and Pricing Proposal (QPP) is to select vendor laboratories to which California Department of Justice (DOJ) Jan Bashinski DNA Lab CAL-DNA Data Bank Program can send, on short notice and based contracts established through the QPP process, collected Offender DNA samples for analysis in a CODIS compatible format so that the resulting DNA profiles can be conveniently reviewed by qualified CAL-DNA Data Bank analysts and entered into the State and national DNA databases. The contracts resulting from this QPP process are anticipated to be in place for up to three years, including the period during which (in January 2009) the next potential large set of submissions will begin with the implementation of the all adult felony arrestee collection provisions of Proposition 69, potentially resulting in submissions of 390,000 per year.
